The Special Handy Township Board meeting was called to order by Supervisor Denby at 7:34 p.m. in the Handy Township Board Room.  Trustees Present: Eisele, Redinger, Vaupel, Tesch.  Absent: None.  Also Present: Attorney Kehoe, Zoning Administrator Anderson, Engineering Technologies-Ken & Maureen Cousino, Thomas & Nancy Stamp, Horseshoe Lounge-Robin Davis, Rhetech, Inc.-John Levinson, Virginia & George Londy, Tom Rafferty, United Brethren Church of Christ-Glen Grady, Steelhead Development, LLC-Dennis Korenchuk & Don Thybault, Mary Garvie Poretta,

West Grand River Sanitary Sewer Extension-Special Assessment District No. 2 &

North Fowlerville Road Sanitary Sewer Extension-Special Assessment District No. 3

 

MOTION VAUPEL SUPPORT TESCH TO GO OUT OF REGULAR BUSINESS SESSION AND OPEN THE PUBLIC HEARING FOR THE W. GRAND RIVER SANITARY SEWER EXTENSION PROJECT (SPEC. ASSESS. DIST. NO. 2) &

THE N. FOWLERVILLE ROAD SANITARY SEWER EXTENSION PROJECT (SPEC. ASSESS. DIST. NO. 3) AT 7:40 P.M.  MOTION CARRIED.

            Township Engineer, Ken Cousino, made a presentation to the public on the West Grand River/N. Fowlerville Road Sanitary Sewer Extension projects.  The Village of Fowlerville is expanding their current sewer system and the township has had developers express interest in connecting into the system.  So, the village and township have joined forces to expand the sewer system to benefit the community.  Currently the village is using a lagoon style system.  The new system will include the use of the lagoons but will also incorporate a mechanical system producing a better quality of water that is discharged.  The village and township has received interest from developers for expansion west down Grand River and two developers to the North of the Village limits.  Participation in the sewer expansion will be voluntary.  The plan is to take bids in September.  Once the Livingston County Board of Public Works accepts the project then the bonds can be sold and construction will most likely take place in early winter.  He anticipates sewer service by the spring of 2006.  Future REU’s can still be purchased by someone within the district but they will have to have payment in full.  Mr. Cousino entertained various questions from the public after his presentation.

Pending Business:

A)    Engineers Report

a.       Engineer, Ken Cousino, reported on the Layton Smith Sanitary Sewer project.  The pump station should be delivered in approx. 3 weeks and should be operational by mid to late September.  He also reported that the final inspection of the sewer plant with F.J. Jones has been completed and that the contractor for the sign will be starting soon.

 

B)     Brown Drilling Bill

a.       Supervisor Denby reported all bills from Brown Drilling Co. should be paid from the general fund as a loan and be reimbursed by the W. Grand River/N. Fowlerville Road Sanitary Sewer Extension bond money.

B)     James & Anne Garvie Letter of 6-14-05  Re: Sale of REU’s

a.       Supervisor Denby reported that there is one property owner this not in the special assessment district that is interested in purchasing 6 REU’s from Mr. and Mrs. Garvie.  Price would be approx. $8,800.00 per REU.  She also reported that she has been notified by two interested parties that are currently in the special assessment district who may want to purchase some extra REU’s. 

 

Extended Public Comments:

            Wayne Copeland, Village President, talked about how nice it is to have the village and township working together on the sewer extension projects.  The cooperation has been wonderful.
