HANDY TOWNSHIP SPECIAL BOARD MEETING

SEPTEMBER 28, 2004

The Handy Township Special Board meeting was called to order by Supervisor Denby at 7:10 p.m. in the Handy Township boardroom. Members present:

Tesch, Denby, Eisele, Vaupel arriving at 7:13 p.m. Absent: Krebs. Also

Present: Zoning Administrator Anderson, Deputy Treasurer Ward, Steven Dawson-Dickinson Wright PLLC, Fred Dillingham-EDC, Brendan Cousino-Engineering Technologies, Steve Hughes-KGS Analysis, Mack Yuasa and Taka Konishi-AWA, Dave Fisher-Rehmann Robson, and Aaron Stevens-Abraham & Gaffney.

Approval of Agenda:

MOTION TESCH SUPPORT EISELE TO APPROVE THE AGENDA AS PRESENTED. MOTION

CARRIED.

PUBLIC HEARING:

A) Establishing an Industrial Development District:

MOTION EISELE SUPPORT TESCH TO OPEN THE PUBLIC HEARING ESTABLISHING AN INDUSTRIAL DEVELOPMENT DISTRICT AT 7:12 P.M.

MOTION CARRIED.

Mr. Steven Dawson-Dickinson Wright, PLLC reported that he represents the property owners of the area involved in the proposed Fowlerville Proving Grounds. He requested that the township board establish an Industrial Development District for the property involved pursuant to Act 198 of the

Public Acts of Michigan of 1974. Discussion followed.

A) Board Action on Industrial Development District:

MOTION VAUPEL SUPPORT TESCH TO OFFER THE RESOLUTION ESTABLISHING AN INDUSTRIAL DEVELOPMENT DISTRICT FOR THE FOLLOWING PROPERTY TAX CODES:

#4705-25-100-002, #4705-26-200-001, #4705-26-200-002, #4705-26-200-003, #4705-26-400-001, #4705-26-400-002, #4705-35-200-004, #4705-36-100-004, #4705-36-100-002, #4705-35-200-003, #4705-25-100-004, #4705-25-100-006, #4705-25-300-001, AND #4705-36-100-003.

ROLL CALL VOTE: TESCH-AYE, DENBY-AYE, EISELE-AYE, VAUPEL-AYE.

4-AYES, 0-NAYS, O-ABSTAIN, 1-ABSENT. RESOLUTION ADOPTED.

Not Addressed.

C) Presentation by Abraham & Gaffney, CPA:

Not addressed at this time due to lack of representation.

D) Presentation by Rehmann Robson, CPA:

Mr. David Fisher-Rehmann Robson presented and reviewed his proposal. He reported of having 140 government clients in Michigan and being a regional firm with 12 offices. He stated that Handy Township would deal with the Jackson office. Further review of his proposal followed.

Representation for Abraham & Gaffney arrived at this time.

C) Presentation by Abraham & Gaffney, CPA:

Mr. Aaron Stevens reviewed the history of his firm. He stated that his firm only audits for government and non-profit organizations. The firm currently audits 18 townships, they also audit the Village of Fowlerville and the Fowlerville Fire Authority. He then reviewed his proposal.

E) WWTP Operations and Maintenance Agreement:

Brendan Cousino-Engineering Technologies reported of working with the Handy Township attorney to correct any wording problems in the agreement. Both the attorney and Engineering Technologies now feel that it is a good agreement. Mr. Steve Hughes-KGS Analysis agreed and also stated that the Waste Water Treatment Plant Site is looking very good.

MOTION EISELE SUPPORT VAUPEL TO ENTER INTO A CONTRACT WITH KGS ANALYSIS, INC. FOR THE OPERATION AND MAINTENANCE OF THE WASTE WATER TREATMENT FACILITY

AND TO AUTHORIZE THE SUPERVISOR TO SIGN THE CONTRACT. MOTION CARRIED.

Clerk Eisele requested that a special meeting be set to select a CPA firm.

TUESDAY, OCTOBER 5, 2004 AT 7:30 P.M. IN THE HANDY TOWNSHIP BOARDROOM.

MOTION CARRIED.

Treasurer Tesch submitted her treasurer’s report along with IFT figures,

and personal property collection information.
