SPECIAL BOARD MEETING

JANUARY 25, 2005

 

 

The Special Handy Township Board meeting was called to order by Supervisor Denby at 7:30 p.m. in the Handy Township Board Room.  Trustees Present: Eisele, Tesch, Redinger, Vaupel.  Absent: None.  Also Present: Attorney Kehoe, Engineering Technologies-Ken Cousino, Kevin Shopshire, Fred Dillingham, Gordon Munsell, Dickinson Wright-Steven Dawson, Attorney J. Lee McKinley, II, and one resident whose name was not legible on the sign in sheet.

 

Approval of Agenda

To add under New Business, Item E) Resolution Requesting Assistance of the County of Livingston Under Act 185 for the Acquisition, Construction and Financing of Sewage Disposal System Extensions and Improvements and Water Supply System

To Add under New Business, Item F) Agreement for Collection of Summer School Taxes (Howell Schools)

MOTION VAUPEL SUPPORT REDINGER TO APPROVE THE AGENDA AS AMENDED.  MOTION CARRIED.

 

PUBLIC HEARING:

            AMENDING INDUSTRIAL DEVELOPMENT DISTRICT

                        To include parcels of land owned by

                                    Howard and Ruth Strebbing  #05-35-200-002

                                    Sober Land Development, LLC  #05-26-200-005

 

MOTION REDINGER SUPPORT VAUPEL TO OPEN THE PUBLIC HEARING AT 7:32 P.M.   MOTION CARRIED.

 

Attorney Steven Dawson presented a brief overview of the properties being proposed to amend the Industrial Development District.

NEW BUSINESS

A)    Z-01-05 & Z-02-05 RE-ZONING REQUESTS, SECTION 26, DICKINSON WRIGHT

                  Both parcels will be included in the Aisin project.  The Livingston County Planning Commission is recommending approval of re-zoning the properties.

MOTION REDINGER SUPPORT VAUPEL TO APPROVE RE-ZONING REQUESTS #Z-01-05 AND #Z-02-05 AS RECOMMENDED BY THE HANDY TOWNSHIP PLANNING COMMISSION AND THE LIVINGSTON COUNTY PLANNING COMMISSION TO BE EFFECTIVE 7 DAYS AFTER PUBLICATION.  MOTION CARRIED.

 

B)    RESOLUTION AMENDING INDUSTRIAL DEVELOPMENT DISTRICT

A RESOLUTION WAS OFFERED BY VAUPEL AND SUPPORTED BY REDINGER AMENDING INDUSTRIAL DEVELOPMENT DISTRICT.

ROLL CALL VOTE.  VAUPEL-AYE, EISELE-AYE, REDINGER-AYE, DENBY-AYE, TESCH-AYE.  ABSENT: NONE.  ABSTAIN: NONE.  

5-AYES.  0-NAYS.  RESOLUTION DECLARED ADOPTED.

C)    SET WATER METER PRICE FOR TOWNSHIP

MOTION VAUPEL SUPPORT REDINGER TO ESTABLISH THE PRICE FOR WATER METERS AT $240.00 EACH.  MOTION CARRIED.

 

D)    CLERK’S REPORT

1.     Election Consolidation/Initial Report Approval with Fowlerville & Howell Schools, and LESA

      The Clerk discussed the new election consolidation law.  She reported the schools will no longer be running their own elections.  The County Clerk has been designated as the School Election Coordinator and will be in charge of running the elections.  She plans to delegate the responsibility to each Township Clerk.  The schools are obligated under law to reimburse the townships and county for costs involved with running the election.  A signed agreement between the County Clerk, the Township Clerks, and the school districts is required.

MOTION EISELE SUPPORT VAUPEL TO AUTHORIZE THE INITIAL REPORTS WITH FOWLERVILLE & HOWELL SCHOOLS, AND LESA, AND TO AUTHORIZE THE CLERK TO SIGN AS HANDY TOWNSHIP REPRESENTATIVE.  MOTION CARRIED.

F)     AGREEMENT FOR COLLECTION OF SUMMER SCHOOL TAXES (HOWELL SCHOOLS)

MOTION TESCH SUPPORT REDINGER TO ENTER INTO AGREEMENT FOR SUMMER SCHOOL PROPERTY TAX COLLECTION WITH HOWELL SCHOOLS.  MOTION CARRIED.

 

EXTENDED PUBLIC COMMENTS:          

            The board entertained various questions from resident, Gordon Munsell, in reference to polling places and tax collections.
