SPECIAL MEETING MINUTES

Tuesday January 31, 2006

 

 

 

The Special Meeting of the Handy Township Board of Trustees was called to order at 7:30 P.M. in the Fowlerville High School Auditorium by Supervisor Denby. Roll call was taken, Trustees present: Eisele, Tesch, Redinger and Vaupel. Absent: none. Also present: Zoning Administrator-Anderson, Engineering Tech.-Ken and Maureen Cousino, EDC-Fred Dillingham and residents: Don & Ruth Hoag, Mary McKenna, Paul Dewiler, Nancy Van Gilder, Debra Rojewski, Jim & Lesly Mayhew, Lisa Frazier, Carl Cyrowski, Kevin Gasior, Katie Pikkarainen, Steve Munsell, Mark Krebs, Mary Garvie-Port   , Johnnie McClain, Kevin Shopshire, Ray Thomas, Chuck Lefebre, Jeff & Kim Henrin, Kevin Swisher, David Henning, Rick Flanary, Suzanne Phiff, Veronica Kuehling, John Dinsmore, Mary Ann Wallace, Michael Thurman, Mark Merlo, John McKinnan, Mary McKinnon, Bruce Pierson, Ronald Childs, Neil Painter, Marshall         , Dean Rocker, Vicki Lintemuth, John Dean, Glenda Mains.

 

APPROVAL OF AGENDA

MOTION EISELE SUPPORT REDINGER TO APPROVE THE AGENDA AS PRESENTED.  MOTION CARRIED.

NEW BUSINESS

A)    Handy Township Sanitary Sewer and Water Extension

a.       Discussion of possible extension of sewer and water west along Van Buren Rd. and south along Fowlerville Rd. to Colleen Dr. (possibly Mason Rd.)

Ken Cousino – engineering technologies presented information concerning: history of development in township, water and sewer systems, municipal vs. private systems, master plan, bonds, joining a S.A.D., and the benefit to homeowners.  Handy Township does not require hookup as some municipalities do. Had forms for property owners to sign if interested in having sewer or water extended to their property. Opened to questions.

 

 

 

 

 

 

 

 

Jim Mayhew-questioned engineer on the timeframe and on assessments

Brian Waites-questioned getting information on meetings, if your assessment or taxes to up if you don’t hook up.

Kevin Gasior-question time line for $9,000 cost to hook up and if an amortization schedule is available, and interest rate changes.

John McCurdy-questioned extra capacity available for water if there were problems

Bruce Pierson- questioned on cost for hook ups, if septic system failed are they required to hook up

Suzanne Phiff- questioned how sewer construction would affect roads and access

Clerk Eisele read letter from residents Fred and Mark Krebs

Bruce Pierson-questioned what the $9,000 cost includes

Mayhew-questioned how lines are run down the road

Distance from natural gas lines, how affects trees.

Kay Kuehling questioned whether timeframe for June is realistic

Kevin Gasior could cost become cheaper

Mayhew- how is number of homes to be built figured and what if in future you want more REU’s

? on if township will buy back REU’s

Bruce Pierson question on upgrading roads

Mayhew questioned on where roads would be on county priority list

? on number of REU’s can you purchase, is there a cap

Kevin Gasior questioned REU buy back not guaranteed

John McKinnon question on $9,000 is just for sewer or include water

Ray Thomas Commented that construction done on Gd. River when would Van Buren start would it be water and sewer

? on requiring hook up if there were 2 people in area that wanted it but 1 didn’t

John McCurdy questioned if assessment has to be payments or can it be a lump sum

? if assessment is on both yearly tax bills or just 1

Lisa Frazier question if people on Layton Road would have opportunity for hook up

? if township policy of not requiring hook up would remain the policy

Mary Ann Wallace questioned if the 20 years of payments pays off the assessment completely or is there a balloon payment at end

 

 

B)    Set Public Hearing for Aisin Corp IFT Phase 2

A RESOLUTION WAS OFFERED BY EISELE AND SUPPORTED  BY VAUPEL TO SET THE PUBLIC HEARING FOR THE AISIN HOLDINGS OF AMERICA, INC. FOR IFT PHASE 2 ON TUESDAY, FEBRUARY 14, 2006, AT 7:30 P.M. ROLL CALL VOTE: VAUPEL-AYE,

REDINGER-AYE, EISELE-AYE, TESCH-AYE, DENBY-AYE.

AYES-5, NAYS-0, ABSTAIN-0. RESOLUTION DECLARED ADOPTED.

 

C)    Board of Review Appointment

Supervisor Denby offered Diane Brady as an appointment to the Handy Township Board of Review to be effective immediately.

MOTION VAUPEL SUPPORT REDINGER TO APPOINT DIANE BRADY TO A 3 YEAR TERM ON THE HANDY TOWNSHIP BOARD OF REVIEW.  MOTION CARRIED.
