The regular meeting of the Handy Township Planning Commission was called to order in the Handy Township Boardroom by Chairman Hummel at 7:30 P.M. Members present: Redinger, Elliott, Krebs and Colston. Also present: Township Attorney – Kehoe, Zoning Administrator – Anderson, John Enos- Carlisle / Wortman, Ken Cousino – Engineering Technologies, Dennis Gottschalk – G & B, Ltd. and Chris Grzenkowicz – Desine, Inc.
Approval of Agenda
MOTION ELLIOTT SUPPORT COLSTON TO APPROVE THE AGENDA AS PRESENTED. MOTION CARRIED.

Business Session
MOTION ELLIOTT SUPPORT KREBS TO APPROVE THE REGULAR MEETING MINUTES OF 6-28-07 WITH THE VARIOUS SPELLING ERRORS CORRECTED. MOTION CARRIED.
Old Business
MOTION COLSTON SUPPORT ELLIOTT TO SET THE PUBLIC HEARING FOR THE HANDY TOWNSHIP MASTER PLAN UPDATE FOR THURSDAY, SEPTEMBER 27, 2007 AT 7:30 P.M. WITH PUBLICATION DATES OF 9-3-07 AND 9-24-07. MOTION CARRIED.
Presentation by Chris Grzenkowicz – Desine, Inc. Final site plan shows development with using municipal sewer instead of an on-site system. Discussion concerning screening uses and spacing of trees. Ken Cousino – Engineering Technologies stated that all previous concerns have been addressed except for the sanitary sewer provisions; there is no available sanitary sewer to the site.
MOTION COLSTON SUPPORT KREBS TO TABLE FINAL SITE PLAN APPROVAL UNTIL DEVELOPER IS ABLE TO SECURE THE NECESSARY FUNDING AND OTHER ARRANGEMENTS ARE FINALIZED FOR THE MUNICIPAL SANITARY SEWER FOR THE CLARK ESTATES PROJECT AND THE NEEDED REVISIONS OF THE P.U.D. AND CONDO DOCUMENTS ONCE THAT HAS BEEN ACCOMPLISHED. PLANNING COMMISSION NOTES THAT THE DEVELOPER HAS MET ALL THE REQUIREMENTS FOR FINAL SITE PLAN APPROVAL EXCEPT FOR SANITARY SEWER AND THE FINALIZING OF THE PUD AGREEMENT AND CONDOMINIUM DOCUMENTS. MOTION CARRIED.

Presentation by Chris Grzenkowicz – Desine, Inc. Final site plan shows development with municipal sanitary sewer instead of an on-site system which is in the best interests of township residents, residents of the project and the Township. This adds 15 more units to the project while maintaining density and open space within ordinance requirements. Discussion followed concerning private wells.
MOTION COLSTON SUPPORT KREBS TO GRANT PRELIMINARY APPROVAL FOR THE AMENDED SITE PLAN FOR OWOSSO FARMS CONTINGENT UPON ADDRESSING THE CONCERNS IN THE JULY 13, 2007 LETTER FROM ENGINEERING TECHNOLOGIES AND THE DEVELOPER SECURING MUNICIPAL SANITARY SEWER AND APPROPRIATE REVISIONS OF THE CONDOMINIUM DOCUMENTS TO BE APPROVED BY THE TOWNSHIP ATTORNEY. MOTION CARRIED.
