REGULAR MEETING MINUTES OF

THURSDAY, OCTOBER 26, 2006

 

 

The regular meeting of the Handy Township Planning Commission was called to order in the Handy Township Board room by Chairman Hummel at 7:30 P.M.  Members present: Colston, Elliott and Krebs. Absent: Redinger.  Also present: Zoning Administrator-Anderson, Township Attorney-Kehoe, John Enos-Carlisle/ Wortman and resident Kate Ruttman.

 

Approval of Agenda

MOTION ELLIOTT SUPPORT COLSTON TO APPROVE THE AGENDA AS PRESENTED.  MOTION CARRIED.

Business Session

 

A)  Planning Commission Regular meeting minutes of 9-28-2006

MOTION ELLIOTT SUPPORT COLSTON TO APPROVE THE MINUTES OF

 9-28-2006 AS PRESENTED.  MOTION CARRIED.

 

Old Business

 

A)    Re-Schedule Public Hearing for Zoning Amendment Parking & Unloading    Areas in the Commercial District

Brief discussion concerning status of Zoning Enabling Act, Attorney Kehoe suggests that the public hearing be scheduled after the Zoning Enabling Act has been approved by the Board.

MOTION COLSTON SUPPORT ELLIOTT TO POSTPONE FURTHER DISCUSSION ON SETTING THE DATE FOR THE PUBLIC HEARING UNTIL THE NOVEMBER 30, 2006 MEETING OF THE PLANNING COMMISSION.  MOTION CARRIED.

 

B)     Sidewalk Plan for Township

Discussion concerning map drawn up by Township Planner Enos. Suggested that the map show both the 5-year and 10-year plan for sidewalks but use different colors for each. Will continue discussion at November 8, 2006 meeting.

 

C)     Master Plan Update

Discussion followed on map, conservation areas, flood plains and public lands.

Concerns that the area showing flood plain might be confusing. Will continue discussion at November 8, 2006 meeting.

D)    Special Events Permits

Brief discussion. Commission is waiting for direction from Board of Trustees. Will continue discussion at November 8, 2006 meeting.

 

New Business

 

Communications

Received approval from Livingston County Planning on the Zoning Enabling Act.

It will now go to the Board of Trustees for approval.

 

Reports

Zoning Administrator Anderson brought up the problems that Conway Township is having with internet towers. The Planning Commission had looked in to this earlier this year but had not made any decisions. Commissioners would like input from the Board on this. Will continue discussion at the November 8, 2006 meeting.
