HANDY TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

JULY 12, 2006

 

The Handy Township regular Planning Commission meeting was called to order by Chairman Hummel at 7:30 p.m. in the Handy Township board room.  Members Present: Redinger, Elliott, Colston, Krebs.  Absent: None.  Also Present:  Zoning Administrator Anderson, Attorney Kehoe, Clark Construction-Mark Bowling, Professional Engineering-Rachel Snyder, and TMP Associates-Andra Miliacca. 

 

Approval of Agenda:

MOTION REDINGER SUPPORT ELLIOTT TO APPROVE THE AGENDA.  MOTION CARRIED.

 

Matters Pertaining to the General Citizenry:              No comments.

 

Business Session:

A)    Planning Commission Regular Meeting Minutes of 6-29-06

MOTION REDINGER SUPPORT ELLIOTT TO APPROVE THE MINUTES OF JUNE 29, 2006 AS PRESENTED.  MOTION CARRIED.

 

Old Business

A)    Horseshoe Lounge Site Plan Review

MOTION REDINGER SUPPORT ELLIOTT TO POSTPONE ANY DECISION ON THE HORSESHOE LOUNGE SITE PLAN UNTIL THE JULY 27, 2006 MEETING DUE TO THE FACT THAT THE PLAN WAS NOT SUBMITTED IN TIME FOR COMMENTS TO BE RECEIVED BY THE COMMISSION.  MOTION CARRIED.

 

B)    Develop Sidewalk Plan for Township

Suggestions went as follows:

1)      Grand River to Cemetery

2)      Cemetery to Sharpe

3)      Sharpe to N. Fowlerville Road

4)      Fowlerville Rd. to Meadowlawn

5)      Future expansion down W. Grand River

6)      Future expansion down Sharpe

7)      South of expressway- down Van Buren to Centex and eventually to Hoag property

8)      S. Fowlerville Rd. to Layton (possible future development to Aisin)

MOTION KREBS SUPPORT ELLIOTT TO POSTPONE FURTHER DISCUSSION ON THE SIDEWALK MASTER PLAN UNTIL THE JULY 27, 2006 REGULAR MEETING.  MOTION CARRIED.

C)    Review of Accessory Structures

Short discussion on allowing accessory structures to be built prior to the home being built to help decrease theft of building materials.  Discussion of bonds being posted or cash guarantees with time limits.

MOTION KREBS SUPPORT REDINGER TO POSTPONE FURTHER DISCUSSION OF ACCESSORY STRUCTURES UNTIL THE JULY 27, 2006 REGULAR MEETING.  MOTION CARRIED.

 

D)    Review of Parking and Loading & Unloading Areas in Commercial Districts

MOTION COLSTON SUPPORT ELLIOTT TO POSTPONE FURTHER DISCUSSION ON PARKING AND LOADING & UNLOADING AREAS UNTIL THE JULY 27, 2006 REGULAR MEETING.  MOTION CARRIED.

 

 

New Business

A)    Fowlerville Schools Private Road

MOTION KREBS SUPPORT ELLIOTT TO APPROVE THE FOWLERVILLE SCHOOLS PRIVATE ROAD SITE PLAN AS SUBMITTED. 

MOTION CARRIED.

 

Communications

Chairman Hummel inquired as to whether the township should require stop signs on private road site plans.  It was determined that it isn’t in the ordinance and Attorney Kehoe is looking into language to amend the ordinance.

 

Zoning Administrator Anderson inquired as to whether roads need to be completed as per approved site plans.  Attorney Kehoe stated they have to be complete.
