The regular meeting of the Handy Township Planning
Commission was called to order in the Handy Township Boardroom by Chairman
Hummel at
Krebs, Colston and Redinger. Absent: Elliott. Also present: Township Attorney-Kehoe, Zoning Administrator-Anderson, Carlisle/Wortman-John Enos, Press & Argus-Kris Karol, G & B Ltd.-Dennis Gottschalk, Desine Inc.-Chris Grzenkowicz, resident-Kate Ruttman and a reporter from WHMI who did not sign in.

A) Zoning Amendment-Large Scale Retail Establishment
Discussion
followed concerning work on language, special use and reviewed the ordinance
for the benefit of new commission member.
MOTION COLSTON SUPPORT REDINGER TO RECOMMEND ADOPTION OF THE LARGE SCALE RETAIL ESTABLISHMENT ORDINANCE AMENDMENTS AND TO SEND TO THE LIVINGSTON COUNTY PLANNING COMMISSION FOR REVIEW AND ON TO THE HANDY TOWNSHIP BOARD OF TRUSTEES FOR FINAL APPROVAL. MOTION CARRIED.

B)
Presentation
by Chris Grzenkowicz-Desine Inc. Requested that attached 2 car garages be an
option not a requirement. Houses would
be located on lot so as to allow construction of the attached garage at a later
date. All spec houses will be built with garages. Garages would have to follow
the design of the home and to match original drawings. Condominium by-laws need
to be amended in order to reflect this change. Discussion followed concerning
language needed for change and to allow for sheds.
MOTION COLSTON SUPPORT REDINGER TO RECOMMEND APPROVAL OF
BY-LAWS AND CONTINGENT UPON REVIEW OF BY-LAW CHANGES AND EXHIBIT B DRAWING BY ATTORNEY AND ALSO CONTINGENT UPON RESOLUTION OF ITEM 4 IN ENGINEERING TECHNOLOGIES LETTER DATED 4-6-06 AND PRECONSTRUCTION NOTES. NO LAND USE PERMITS FOR ANY HOUSES WILL BE ISSUED UNTIL THESE ARE APPROVED. ROLL CALL VOTE: REDINGER-AYE, KREBS-NAY, COLSTON-AYE, HUMMEL-AYE. AYES-3. NAYS-1. ABSTAIN-0. ABSENT-1.

MOTION REDINGER SUPPORT KREBS TO SET A PUBLIC HEARING FOR MAY 11, 2006, AT 7:30 P.M. TO RE-ZONE PARCELS # 4705-15-400-005,
4705-15-400-008, AND 4705-15-400-003 LOCATED ON NORTH SIDE OF
MOTION REDINGER SUPPORT COLSTON TO SET A PUBLIC HEARING FOR MAY 11, 2006 AT 7:35 P.M. TO ADDRESS CHANGE OF LANGUAGE TO SECTION 5.5 (3) A TO INCLUDE RA DISTRICT ON VAN BUREN ROAD IN OVERLAY DISTRICT ZONING WITH PUBLICATION DATES OF APRIL 17, AND MAY 8, 2006. MOTION CARRIED.
