PLANNING COMMISSION MEETING MINUTES

MARCH 23, 2006

 

 

The regular meeting of the Handy Township Planning Commission was called to order

at 7:30 P.M. by Vice Chair Colston.  Members present: Elliott and Redinger.

Absent: Hummel.  Also present: Zoning Administrator-Anderson, Township

Attorney-Kehoe, John Enos-Carlisle/Wortman, Ken Cousino-Engineering Technologies, Steve Lintemuth-Linden Place, Doug Walter-Camper Trailer Parts and Repair, Jonathan

Curry-PEA and resident Teresa Fleischer.

 

APPROVAL OF AGENDA

MOTION REDINGER SUPPORT ELLIOTT TO APPROVE THE AGENDA AS PRESENTED.  MOTION CARRIED.

 

OPEN PUBLIC HEARING

MOTION REDINGER SUPPORT ELLIOTT TO OPEN THE PUBLIC HEARING FOR AMENDMENT TO ZONING TEXT, LARGE SCALE RETAIL ESTABLISHMENT AT 7:31 P.M.  MOTION CARRIED.

 

John Enos-Carlisle/Wortman gave brief overview of ordinance and its’ purpose. Discussion followed concerning sidewalks, parking requirements and joint access. Ordinance wording needs to be changed to be consistent in usage for municipal not public sewer.  No comments from the public.

 

MOTION REDINGER SUPPORT ELLIOTT TO CLOSE THE PUBLIC HEARING AND RETURN TO REGULAR BUSINESS SESSION AT 7:44 P.M.

MOTION CARRIED.

 

MATTERS PERTAINING TO THE GENERAL CITIZENRY

None.

 

OLD BUSINESS

 

A)    Linden Place II & III

John Curry-PEA gave presentation, 20 units are proposed, will have on site well and septic, road agreement is in place. Township Planner and Engineer have reviewed.  Township Attorney Kehoe would like to check the master deed and bylaws and requests that the condo documents be filed before the planning commission gives final approval. Discussion followed concerning giving approval with contingency or table until condo documents are in.

MOTION REDINGER SUPPORT ELLIOTT TO POSTPONE ANY DECISION ON  LINDEN PLACE II SITE PLAN UNTIL EXHIBIT B DRAWINGS HAVE BEEN REVIEWED BY TOWNSHIP ATTORNEY AND ENGINEER.

B)     Camper Trailer Repair Special Use Permit Revision

John Enos have history of special use, was not developed according to site plan, they are looking to be in compliance and asking for revision. John gave his recommendations. Discussion followed concerning RV storage, usage limit, loading areas being paved, landscaping additions, need for permit for sales of RV’s and trailers. They need to go to ZBA for variance and have a public hearing.

MOTION REDINGER SUPPORT ELLIOTT TO POSTPONE ANY DECISION ON CAMPER TRAILER SPECIAL USE PERMIT REVISION UNTIL APPLICANT REQUESTS TO BE BACK ON AGENDA.  MOTION CARRIED.

 

C)     Wireless Communication Towers

Continued discussion concerning locations and county-wide agreements.

Will discuss at April meeting.

Attorney Kehoe stated that a public hearing needs to be set for Traffic Impact Study.
