HANDY TOWNSHIP REGULAR PLANNING COMMISSION MEETING

WEDNESDAY, JANUARY 10, 2007

 

The regular Handy Township Planning Commission meeting was called to order by Chairman Hummel at 7:30 p.m. in the Handy Township board room.  Members Present: Elliott, Krebs, Colston, Redinger.  Absent: None.  Also Present: Attorney Kehoe, Zoning Administrator Anderson, Matt Sredzinski and Chris Fleck.

 

Approval of Agenda:

MOTION ELLIOTT SUPPORT COLSTON TO APPROVE THE AGENDA AS SUBMITTED.  MOTION CARRIED.

 

PUBLIC HEARING:                      

Handy Township Sidewalk Master Plan

7:30 p.m.

 

MOTION REDINGER SUPPORT COLSTON TO GO OUT OF REGULAR BUSINESS SESSION AND OPEN A PUBLIC HEARING FOR THE HANDY TOWNSHIP SIDEWALK MASTER PLAN AT 7:31 P.M.  MOTION CARRIED.

 

No comments from the public were made.

 

MOTION COLSTON SUPPORT REDINGER TO CLOSE THE PUBLIC HEARING AND RETURN TO REGULAR BUSINESS SESSION AT 7:33 P.M.  MOTION CARRIED.

 

A)    Handy Township Sidewalk Master Plan

MOTION COLSTON SUPPORT ELLIOTT TO ADOPT THE HANDY TOWNSHIP SIDEWALK MASTER PLAN DATED NOVEMBER 9, 2006.  MOTION CARRIED.

 

Matters Pertaining to the General Citizenry:

            Discussion with Matt Sredzinski in regard to a sign that he permanently placed in front of the Extreme Fitness business on Country Corner Drive.  He claimed there has been a sign there for at least 2 years and asked what can he do to keep it there.

            The Commissioners explained to him that he could place his sign inside the window of the business.  They also suggested that he may be able to utilize a portion of the Cedar Creek Centre sign.  The configuration of the panels would have to be changed.

            No further comments.

 

Business Session:

Old Business:

A)    Civil War Re-Enactment

The Commission reviewed a draft ordinance for civil war re-enactments but felt that the Fowlerville Fairgrounds would be the best option for the event.  They directed Zoning Administrator Anderson to contact the gentleman to explain the two options.

 

B)    Barn Signage

The Commissioners were not against advertising on the sides of barns but were concerned about a business being put inside the barns.  They directed the Township Planner, John Enos, to revise his draft for barn signage.  Further discussion at the 1st meeting held in February.

 

C)    Master Plan Update

Discussion on changes to the Master Plan Map and language.

MOTION KREBS SUPPORT REDINGER TO MAKE AMENDMENTS TO THE MASTER PLAN MAP AND LANGUAGE AND SUBMIT TO THE TOWNSHIP BOARD FOR REVIEW AND COMMENTS.  MOTION CARRIED.

 

New Business:

A)    Camper Trailer Repair Site Plan Review

The Township Engineer and Planner were satisfied with the site plan as presented but the Zoning Administrator reported that it does not meet the zoning requirements for off street loading and unloading and parking in commercial areas at the present time. 

MOTION KREBS SUPPORT ELLIOTT TO POSTPONE ANY DECISION ON THE CAMPER TRAILER REPAIR SITE PLAN UNTIL THE MARCH 22, 2007 REGULAR MEETING.  MOTION CARRIED.

 

Communications:       

            Discussion on the requirements for truck terminals in the special use section of the zoning ordinance.  The board directed Planner, John Enos, to submit language for truck terminals at the 1st February meeting.

 

Reports:           None.

 

Call to the Public:      

            Chris Fleck suggested the township consider relaxing the requirements placed on developers in order to assist them in hard economic times.
