The Handy Township Special Meeting (Budget Workshop) was called to order by Supervisor Denby at 7:30 p.m. in the Handy Township board room. Trustees Present: Eisele, Vaupel, Tesch, Redinger. Absent: None. Also Present: Zoning Administrator Anderson and Lindhout & Associates- Michael Kennedy.

MOTION VAUPEL SUPPORT TESCH TO APPROVE THE AGENDA AS AMENDED. MOTION CARRIED.
Brief Comments from the Public: None.
Architect Mike Kennedy discussed Change Orders No. 1 & 2 for the front door remodel with the Board of Trustees.
MOTION EISELE SUPPORT REDINGER TO ACCEPT FRONT DOOR REMODEL PROJECT CHANGE ORDER REQUEST NOS. 1 & 2 AS AMENDED, AMENDING THE CONTRACT FROM $57,900.00 TO $62,183.56 AND TO AUTHORIZE THE CLERK’S SIGNATURE. MOTION CARRIED.
Architect, Mike Kennedy, also discussed his fee with the board. He explained that he essentially became a project manager during the construction leading to more than the anticipated 90 hours. Payment for an additional 139 hours was requested. See attached letter with detailed billing.
MOTION VAUPEL SUPPORT TESCH TO AUTHORIZE THE INCREASED PROJECT SCOPE SUBMITTED BY LINDHOUT ASSOCIATES ARCHITECTS AIA, PC IN THE AMOUNT OF $10,425.00. MOTION CARRIED.

New Business:
Discussion among board members in regard to the salary review committee recommendations. Comparisons with other townships in the county with similar population size was taken into consideration. Discussion on offering benefits to the elected officials. No action taken this year but will re-visit next year.
A RESOLUTION WAS OFFERED BY VAUPEL AND SUPPORTED BY REDINGER ESTABLISHING SALARIES FOR ELECTED OFFICIALS OF HANDY TOWNSHIP FOR FISCAL YEAR JULY 1, 2007 – JUNE 30, 2008 TO $25,000.00 FOR SUPERVISOR, CLERK & TREASURER, AND TO $4,000.00 FOR THE TRUSTEES. ROLL CALL VOTE. REDINGER-AYE, DENBY-AYE, TESCH-AYE, EISELE-AYE, VAUPEL-AYE. ABSENT: NONE. ABSTAIN-NONE. AYES-5. NAYS-0. RESOLUTION DECLARED ADOPTED.
MOTION EISELE SUPPORT VAUPEL TO AUTHORIZE THE 2007-08 SALARY INCREASES FOR THE HANDY TOWNSHIP APPOINTED OFFICIALS AS PRESENTED. MOTION CARRIED.
Discussion on budgeting $350 for this program to keep it going at the county level.
MOTION EISELE SUPPORT TESCH TO AUTHORIZE THE CLERK TO PURCHASE A VERTICAL BLIND FOR THE SUPERVISOR’S OFFICE FROM THE FOWLERVILLE DECORATING CENTER AT A COST OF $193.00. MOTION CARRIED.
Discussion by board on Revenues and Expenditures for the 2007-08 budget year. A proposed budget was prepared for the June 12, 2007 budget hearing. See attached copy of proposed budget.
MOTION VAUPEL SUPPORT REDINGER TO APPROVE THE 2007-08 FOWLERVILLE SCHOOLS RECREATION BUDGET AS PRESENTED. MOTION CARRIED.
MOTION EISELE SUPPORT TESCH TO AUTHORIZE THE CLERK TO PURCHASE CARPETING FOR THE FRONT DOOR REMODEL PROJECT FROM THE DECORATING CENTER IN THE AMOUNT OF $206.00.

MOTION EISELE SUPPORT TESCH TO ACCEPT THE BID FROM TIMOTHY SIERACKI TO PAINT TRIM, CAULK, AND PROVIDE 2 COATS OF FLEX SEALANT OVER THE INTERIOR BRICK WALL ASSOCIATED WITH THE FRONT DOOR REMODEL PROJECT IN AN AMOUNT NO TO EXCEED $618.80. MOTION CARRIED.
Extended Public Comments:
Short discussion with Zoning Administrator Anderson about Miss Dig and the Township involvement with building improvements (i.e. decks) within new sub-divisions. Matter was forwarded to the sewer committee for further review.
