HANDY TOWNSHIP SPECIAL BOARD MEETING

MAY 25, 2004

The Handy Township Special Board meeting was called to order by Supervisor Denby at 7:30 p.m. in the Handy Township boardroom. Members present:

Tesch, Vaupel, Denby, Eisele, and Krebs. Absent: None. Also Present: Deputy Treasurer Ward.

Approval of Agenda:

To move under New Business Item (I) Budget Workshop to Item (J). To add under New Business, Item (I) Personal Property Tax Collection.

MOTION VAUPEL SUPPORT KREBS TO APPROVE THE AGENDA AS AMENDED. MOTION

CARRIED.

New Business

A) Resolution for Elected Officials Salary Increase:

A RESOLUTION WAS OFFERED BY VAUPEL AND SUPPORTED BY KREBS TO ADOPT THE RESOLUTION ESTABLISHING SALARIES FOR THE HANDY TOWNSHIP OFFICIALS FOR THE FISCAL YEAR OF JULY 1, 2004 - JUNE 30, 2005 AT $20,546.96 PER YEAR FOR THE SUPERVISOR, CLERK, AND TREASURER, AND $3,069.00 PER YEAR FOR THE TRUSTEES.

ROLL CALL VOTE: DENBY-AYE, TESCH-AYE, KREBS-AYE, VAUPEL-AYE, EISELE-AYE.

5-AYES, 0-NAYS, 0-ABSTAIN. RESOLUTION ADOPTED.

B) Approval of Purchase of 2 Calculators for the Treasurer’s Office:

Discussion of budgeting and spending procedures for the Handy Township Offices.

MOTION EISELE SUPPORT VAUPEL TO AUTHORIZE OFFICE EXPENDITURES FOR GENERAL REPAIR AND MAINTENANCE, OFFICE EQUIPMENT, AND SUPPLIES Of $500 OR LESS, IF BUDGETED, TO REQUIRE NO BOARD APPROVAL. MORE THAN $500 NEEDS TO BE BROUGHT BEFORE THE BOARD FOR APPROVAL.

MOTION CARRIED.

MOTION VAUPEL SUPPORT KREBS TO AUTHORIZE THE PURCHASE OF 2 CALCULATORS FOR

THE TREASURER’S DEPARTMENT FROM OFFICE EXPRESS AT AN AMOUNT OF $114.76.

C) Schedule Public Hearing for Proposed Budget of 2004-2005:

MOTION EISELE SUPPORT VAUPEL TO SET A PUBLIC HEARING FOR THE PROPOSED HANDY TOWNSHIP BUDGET OF 2004-2005 FOR TUESDAY, JUNE 8, 2004 AT 7:30P.M. IN THE HANDY TOWNSHIP BOARDROOM.

MOTION CARRIED.

D) Discussion of Planning Commission and ZBA Members (Pellegrino and

Glover):

Discussion that, unfortunately, Planning Commission Member Pellegrino and Zoning Board of Appeals Member Glover will not able to be present at future meetings. New members would be needed. Discussion followed of possible other Handy Township residents who may be interested in taking the positions.

E) Approval to Purchase Materials for Voting Booths:

Clerk Eisele reported of the need for wooden inserts in the voting booths.

Materials would need to be purchased in order to make said inserts.

MOTION VAUPEL SUPPORT KREBS TO AUTHORIZE THE CLERK TO PURCHASE MATERIALS TO

MAKE WOODEN INSERTS FOR THE VOTING BOOTHS AT A COST NOT TO EXCEED $100.

F) Discussion of Purchasing Village Election Equipment:

Clerk Eisele reported that, since the Village of Fowlerville will no longer be holding elections, the Village has offered to trade their equipment for election services rendered. Discussion that for recording purposes, it would be better to offer to purchase the equipment. Clerk Eisele was directed to contact the Village with an offer of $500.

G) Computer Contract (Total Systems vs. I.T. Right.com)

Review of submitted contracts. Discussion that I.T. Right.com is located in Okemos and does not sell equipment. Due to this fact, opinion was that Total System Support would be a better provider. Review of Total System Support contract.

MOTION VAUPEL SUPPORT KREBS TO ENTER INTO AN AGREEMENT WITH TOTAL SYSTEMS SUPPORT FOR THEIR BASIC SUPPORT PLAN AT A COST OF $199 A MONTH FOR UP TO 1 HOUR OF PHONE SUPPORT AND 2 HOURS OF ONSITE/REMOTE SUPPORT WITH ADDITIONAL

HOURS AS NEEDED AT A COST OF $80 AN HOUR. MOTION CARRIED.

Discussion of the Handy Township Website followed. It was decided that the Clerk would ask the Zoning Administrator to act as coordinator for the website.

H) 2004 Gravel Road Improvement Projects:

Review of road maintenance budget and discussion of roads in need of repair.

MOTION VAUPEL SUPPORT EISELE TO AUTHORIZE THE SUPERVISOR TO REQUEST CONTRACTS FROM THE LIVINGSTON COUNTY ROAD COMMISSION FOR ALLEN ROAD FOR 1,100 FEET AT A COST OF $26,300, GREGORY ROAD FOR 2,350 FEET AT A COST OF $40,400, AND SARGENT ROAD FOR 2,700 FEET AT A COST OF $38,600 FOR A TOTAL COST OF

$105,300. MOTION CARRIED.

I) Personal Property Tax Collection:

Review of outstanding personal property taxes. Treasurer Tesch reported on the collection progress of the township attorney.

J) 2004-05 Budget Workshop:

Review of Handy Township Revenues and Expenditures.

Discussion regarding the use of budgeted funds in individual departments.

It was decided that budgeted funds can be utilized by each department as needed provided they stay within the budgeted amount.
