HANDY TOWNSHIP PLANNING COMMISSION
REGULAR MEETING
JUNE 28, 2007

The Handy Township regular Planning Commission meeting was called to order by Chairman Hummel at 7:30 p.m.  Members Present: Krebs, Redinger, Elliott, Colston.  Absent: None.  Also Present: Attorney Kehoe, Zoning Administrator Anderson, Engineering Technologies-Ken Cousino, Carlisle Wortman-John Enos, Iosco Township Clerk-Dan DelMerico, Livingston Engineering-David LeClair, Chestnut Development-Steve Gronow, and Roger Myers.

Approval of Agenda: 
MOTION ELLIOTT SUPPORT REDINGER TO ACCEPT THE AGENDA AS PRESENTED.  MOTION CARRIED.

Matters Pertaining to the General Citizenry:              No comments.

Business Session:

1. Planning Commission Regular Meeting Minutes of 4-26-07

MOTION REDINGER SUPPORT ELLIOTT TO ACCEPT THE MINUTES OF APRIL 26, 2007 REGULAR MEETING AS PRESENTED.  MOTION CARRIED.

Old Business:

1. Chestnut Development Final Site Plan Review

Attorney Kehoe reported no significant problems with the master deed and bylaws but also brought up the problem of no sanitary sewer or municipal water infrastructure being available to the project which had been raised and discussed in previous engineering letters and reviews as if required by the ordinance for the proposed density of the project.
Engineering concerns from Ken Cousino were discussed from previous review letters.  Main concerns discussed were traffic impact on Fowlerville Road and that 12,000 sq. ft. lots require the availability of municipal sewer and water services and that at this time there is no such availability although the developer had been given different options for availability.
MOTION KREBS SUPPORT REDINGER TO DENY THE FINAL SITE PLAN FOR CHESTNUT DEVELOPMENT BECAUSE OF NO MEANS FOR GEETING MUNICIPAL WATER AND SANITARY SEWER SERVICES INFRASTRRUCTURE TO THE PROPERTY AT THIS TIME.

New Business:

1. Review of Zoning Text Amendments-See Attorney Kehoe’s Letter of 6-21-07

Discussion of time limits for planning commission regarding site plan review.
MOTION KREBS SUPPORT ELLIOTT TO SET A PUBLIC HEARING FOR ZONING AMENDMENTS #2007-5 FOR AUGUST 23, 2007 AT 7:30 P.M. WITH NOTICES AS PROVIDED BY LAW.  MOTION CARRIED.
