REGULAR MEETING MINUTES
TUESDAY, NOVEMBER 11, 2008

The regular board meeting of the Handy Township Board of Trustee was called to order in the Handy Township Boardroom by Supervisor Denby at 7:30 P.M.  Members present: Eisele, Tesch and Vaupel. Absent: Redinger. Also present: Township Attorney-Kehoe, Zoning Administrator-Anderson, Zoning Assistants-Call & Hummel, R & R Fence –Rob Couturier (arrived at 7:43) and Munsell Farms-Gordon Munsell.

Approval of Agenda
Add under new business items D) Snow Removal Contract for Township Hall Sidewalks
Item E) Snow Removal Contracts for Water and Sewer Plants
MOTION EISELE SUPPORT VAUPEL TO APPROVE THE AGENDA AS AMENDED.  MOTION CARRIED.

Special Meeting Minutes of 10-30-2008
MOTION VAUPEL SUPPORT TESCH TO APPROVE THE SPECIAL BOARD MEETING MINUTES OF 10-30-2008 AS PRESENTED.  MOTION CARRIED.

 

Approval of Bills
Bills in the amount of $252,096.14 were presented for approval. 
MOTION VAUPEL SUPPORT EISELE TO APPROVE PAYMENT OF THE BILLS FOR 11-11-2008 IN THE AMOUNT OF $252,096.14 TO BE PAID FROM THE APPROPRIATE ACCOUNTS.  MOTION CARRIED.

Pending Business

  1. Engineer’s Report

No report. Supervisor Denby and Trustee Vaupel attended the last DPW meeting. The county will discuss with their attorney concerning completion of the West Grand River project.

    1. Quote from RS Technical Services, Inc.

Brief discussion concerning warranty-Attorney Kehoe would like clarification.
MOTION VAUPEL SUPPORT EISELE TO APPROVE THE CONTRACT
WITH RS TECHNICAL SERVICES, INC. FOR SCADA SYSTEM AT THE WATER PLANT CONTINGENT UPON CLARIFICATION OF WARRANTY AND SATISFACTION OF TOWNSHIP ATTORNEY AND ENGINEER. 
MOTION CARRIED.

  1. Water Plant Report
    1. Quote from R & R Fence

There is a need to place barbed wire along the top of the fence and the corner of the fence needs to be moved to allow AT & T access to their box. Brief discussion followed.  For additional security Mr. Couturier will install a tension wire along bottom of fence for no additional charge.
MOTION EISELE SUPPORT VAUPEL TO CONTRACT WITH R & R FENCE TO INSTALL “V” BARB ALONG TOP OF FENCE AROUND WATER PLANT AND WELLS AND ALTER FENCE LINE ALONG THE SOUTH SIDE OF WATER PLANT IN THE AMOUNT OF $4,925.00.  MOTION CARRIED.

  1. Zoning Administrator’s Report

Report presented. 

  1. Assessor’s Report

Report reviewed.

  1. Community Education and Recreation Report

Clerk Eisele will attend the meeting tomorrow night.

  1. Roads

Nicholson Road is almost complete, traffic signal should be going up soon.

  1. Attorney’s Report

No report.  Clerk requested that the Attorney prepare information for new trustees.

  1. Building Remodel

Clerk Eisele has had request for handicap openers for the doors at the Township Hall. Board would like Clerk to check into cost.

  1. Supervisor’s Report

No report.

  1. Treasurer’s Report

Report presented and reviewed. List of overdue personal property taxes presented to attorney.

  1. Clerk’s Report

No report. Trustee Vaupel and Supervisor Denby complimented the Clerk on how smoothly the election ran and how quickly the lines moved.

  1. Snow Removal Contract for Township Hall Sidewalks

Brief discussion.
MOTION VAUPEL SUPPORT TESCH TO CONTRACT WITH DOUG BURNIE FOWLERVILLE HARDWARE FOR SNOW REMOVAL AT TOWNSHIP HALL FOR THE 2008-09 SEASON IN THE AMOUNT OF $50.00 FOR SNOW REMOVAL, $20.00 FOR SALT AND AN ADDITIONAL $25.00 FOR SNOW REMOVAL ON THE SAME DAY.  MOTION CARRIED.

  1. Snow Removal Contracts for Water and Sewer Plants

MOTION EISELE SUPPORT VAUPEL TO CONTRACT WITH KLAUS GARDENING FOR THE 2008-09 SEASON FOR SNOW REMOVAL AT THE HANDY TOWNSHIP WATER AND SEWER PLANTS AT RATES QUOTED IN THE CONTRACTS.  MOTION CARRIED.

Extended Public Comments
Trustee Vaupel commented on a job well done for the election.
Supervisor Denby will be going to Lansing as our new representative and gave farewell presents to various board members. Everyone was invited to stay for pie and coffee.
