REGULAR MEETING MINUTES
TUESDAY, DECEMBER 9, 2008
The regular meeting of the Handy Township Board of Trustees was called to order
in the Handy Township Boardroom by Supervisor Vaupel at 7:30 P.M. Members
present: Tesch, Eisele, Frazier and Munsell. Absent: None. Also present: Township Attorney – Kehoe, Zoning Administrator Assistants – Call and Hummel, and residents Terry Eisele and Bob Redinger.
New Supervisor Vaupel welcomed the new trustees, Frazier and Munsell, to the Board.
Approval of Agenda
MOTION EISELE SUPPORT TESCH TO APPROVE THE AGENDA AS PRESENTED. MOTION CARRIED.

Approval of Minutes
MOTION EISELE SUPPORT TESCH TO APPROVE THE MINUTES OF NOVEMBER 11, 2008 FOR THE REGULAR BOARD OF TRUSTEES MEETING AS PRESENTED. MOTION CARRIED.
Approval of Bills
Budget transfer recommendations in the amount of $5,500.00 were presented by the Clerk.
MOTION TESCH SUPPORT EISELE TO TRANSFER $500.00 TO ACCOUNT #101-262-983 - ELECTION EQUIPMENT AND TO TRANSFER $5,000.00 TO ACCOUNT #101-262-702 - ELECTION WAGES FROM THE CONTINGENCY FUND ACCOUNT #101-890-999. MOTION CARRIED.
The bills for 12-9-08 in the amount of $62,251.74 were presented for approval.
MOTION EISELE SUPPORT TESCH TO PAY THE BILLS FOR 12-9-2008 IN THE AMOUNT OF $62,251.74 FROM THE APPROPRIATE ACCOUNTS. MOTION CARRIED.
Pending Business
Reviewed report, engineer was not present due to bad weather. Discussion on status of SCADA system, will address in January.
Pay request E-30 included in report for authorization of payment.

TO ENGINEERING TECHNOLOGIES IN THE AMOUNT OF $13,069.71 AND TO AUTHORIZE THE SUPERVISOR’S SIGNATURE. MOTION CARRIED.

Clerk Eisele received a letter from a homeowner concerning quarterly sewer charges on a residential home located in a sewer only district (not part of Red Cedar Crossings, Silver Springs or the future Saratoga Springs Developments). Discussion followed with concerns about the inability to turn off sewer if home is vacant. Board concluded that a lesser fee of $55.50 per quarter could be established for a vacant home in a sewer only district. Attorney Kehoe will look at wording in the ordinance to address this.
Fence has been finished, AT & T can now access their box without a key. Letter went out to residents at Red Cedar Crossing concerning vandalism. Also, discussed concerns about phone line not buried at the lift station on Layton and Smith roads. Supervisor Vaupel will check to find out who is plowing the drive there and let them know about the exposed phone line.
Zoning Assistant Bill Call presented report. Brief discussion concerning zoning violations.

Brief discussion concerning which doors and system to use. Also discussed budget, if another bid is needed and if work should wait until closer to end of fiscal year.
MOTION MUNSELL SUPPORT EISELE TO ACCEPT BID FROM TED R. SPALDING IN THE AMOUNT OF $4,862.00 PER DOOR, TO INSTALL HANDICAP OPENERS ON THE FRONT DOOR AND THE DOOR TO THE BOARDROOM AT 137 NORTH GRAND. MOTION CARRIED.
MOTION EISELE SUPPORT TESCH TO ACCEPT THE BID FROM FLOYD HUGHES IN THE AMOUNT OF $504.00 FOR PAINTING THE FRONT ENTRY AND HALL. MOTION CARRIED.
New Business
Ordinance currently has dollar amounts in the ordinance, the amendment will allow the dollar amounts to be changed by resolution.

THE HANDY TOWNSHIP SEWER ORDINANCE NO. 211 TO BE EFFECTIVE 30 DAYS AFTER PUBLICATION. ROLL CALL VOTE. FRAZIER-AYE,
EISELE-AYE, VAUPEL-AYE, TESCH-AYE, MUNSELL-AYE. AYES-5, NAYS-0, ABSTAIN-0, ABSENT-0. MOTION CARRIED.
Ordinance currently does not address damage to curb stops and who is responsible for payment of damage.

Board of Review appointments
MOTION EISELE SUPPORT TESCH TO REAPPOINT BILL WISURI,
DIANE BRADY AND CATHY ELLIOTT TO THE HANDY TOWNSHIP
BOARD OF REVIEW FOR A 2 YEAR TERM ENDING IN JANUARY 2011.
MOTION CARRIED.
Supervisor Vaupel will not be available for the regular date in January for the Board of Trustees meeting and requested that the meeting be rescheduled.
