REGULAR MEETING MINUTES

TUESDAY, MARCH 10, 2009

 

 

The regular meeting of the Handy Township of the Board of Trustees was called to order in the Handy Township Boardroom by Supervisor Vaupel at 7:30 P.M. Members present: Eisele, Tesch, Munsell and Frazier. Absent: None.  Also present: Township Attorney -Kehoe, Zoning Administrator-Call, Advanced Dust Control-Marty Puffpaff and MBH Trucking-Brian Hitchcock.

 

Approval of Agenda

Add Presentations by Advanced Dust Control, MBH Trucking and Michigan Chloride after Brief Public Comments.

MOTION EISELE SUPPORT TESCH TO APPROVE THE AGENDA AS AMENDED.  MOTION CARRIED.

 

Brief Public Comments

No response.

 

Presentation by Advanced Dust Control

Marty Puffpaff presented bid for chloride applications for township and briefly explained wells used and process. Brief discussion.

 

Presentation by MBH Trucking

Brian Hitchcock presented bid for chloride applications for township and briefly explained wells used, billing and current townships under contract.  Brief discussion.

 

Presentation by Michigan Chloride

Representative did not attend meeting.

 

Minutes

MOTION EISELE SUPPORT FRAZIER TO APPROVE THE MINUTES OF FEBRUARY 10, 2009 AS PRESENTED.  MOTION CARRIED.

 

Approval of Bills

MOTION EISELE SUPPORT FRAZIER TO APPROVE THE TRANSFERS AS OUTLINED BY THE CLERK.  MOTION CARRIED.

MOTION EISELE SUPPORT TESCH TO APPROVE THE BILLS FOR

MARCH 10, 2009 IN THE AMOUNT OF $63,448.76 TO BE PAID FROM THE APPROPRIATE ACCOUNTS.  MOTION CARRIED.

Pending Business

A)   EngineerÕs Report

Engineer was not present.  Supervisor Vaupel briefly discussed outstanding bills with engineer, has requested breakdown of professional services on the outstanding bills, have not been received.

Depositions are ongoing for lawsuit with Northline.

 

B)    Zoning AdministratorÕs Report

Report presented and reviewed. Brief discussion on temporary signs. Planning Commission needs to discuss issue of temporary signs.

 

C)    AssessorÕs Report

Report reviewed. Board of Review is currently meeting, Treasurer Tesch commented on the tax assessment notices and that they show actual dollar amount that a property owners taxes will be reduced or increased.

 

D)   Community Education and Recreation Report

Clerk Eisele commented that she enjoys serving on the board.

 

E)    Roads

Supervisor Vaupel has driven the roads and presented information concerning road projects suggested by the Livingston County Road Commission. Discussion concerning amount received from road millage and cost of chloride. 

MOTION FRAZIER SUPPORT TESCH TO AUTHORIZE THE SUPERVISOR TO CONTRACT FOR ROAD CHLORIDE AFTER DUE DILIGENCE. 

MOTION CARRIED.

 

            Discussion of road projects and cost.

MOTION FRAZIER SUPPORT TESCH TO CONTRACT WITH THE LIVINGSTON COUNTY ROAD COMMISSION FOR ROAD WORK ON HOGBACK AND STOW ROADS AFTER RECEIPT OF A MORE DETAILED QUOTE AND TO AUTHORIZE THE SUPERVISORÕS SIGNATURE.

G)   Building Remodel

New Business

 

A)   Hogback Road Landfill – Presentation by Atwell-Hicks

Representative from Atwell-Hicks was not present.  Supervisor Vaupel gave brief history of landfill and requirements for monitoring.

 

B)   SupervisorÕs Report

Currently working on the budget for 2009-10. Will have preliminary budget for board members in April, workshop will be in May and budget must be approved in June.

Received letter from Meals on Wheels, they will have a breakfast meeting on March 19th and a representative from Handy Township should attend.  Trustee Frazier volunteered.

Letter from Carlisle/Wortman concerning the donations they make every December at the direction of their customers.

 

C)   TreasurerÕs Report

Report presented and reviewed. Brief discussion concerning personal property taxes still owed.

 

D)   ClerkÕs Report

Commented on the seminar put on by the Township Planner. Would like a few more seminars directed at specific topics for the Township Board, Planning Commission and Zoning Board of Appeals.
