THURSDAY, JANUARY 19, 2010

 

 

The regular meeting of the Handy Township Board of Trustees was called to order in the Handy Township Boardroom by Supervisor Vaupel at 7:30 P.M.  Members Present: Eisele, Tesch, Munsell and Frazier. Also present: Township Attorney-Kehoe, Steve Piesko-Maner, Costerisan and Mike Murphy-Livingston County Sheriff Department.

 

Approval of Agenda

Move New Business Items A) & B) to after Brief Public Comments.

MOTION EISELE SUPPORT TESCH TO APPROVE THE AGENDA AS AMENDED.  MOTION CARRIED.

Handy Township Special Meeting Minutes of 12-17-09

MOTION EISELE SUPPORT TESCH TO APPROVE THE MINUTES OF DECEMBER 17, 2009 AS PRESENTED.  MOTION CARRIED.

 

 

Approval of Bills

Clerk Eisele recommended a transfer of $1,000.00.

MOTION EISELE SUPPORT TESCH TO APPROVE THE TRANSFER OF $1,000.00 TO ACCT. # 101-101-802 TAX PREPARATION FROM ACCT.

# 101-890-999 CONTINGENCY FUND.  MOTION CARRIED.

 

Bills for January 19, 2010 in the amount of $215,949.27 were presented for payment.

MOTION EISELE SUPPORT MUNSELL TO APPROVE THE BILLS OF

JANUARY 19, 2010 IN THE AMOUNT OF $215,949.27 TO BE PAID FROM THE APPROPRIATE ACCOUNTS.  MOTION CARRIED.

Pending Business

A)   Sewer / Water Report

Will be a meeting with Ken Cousino and Mike Kehoe concerning reallocation of REUs; also meeting with County concerning payment of Special Assessments. Discussion concerning Township having their own bond attorneys.  Clerk Eisele suggested that the Township retain Axe & Ecklund as bond attorneys. Trustee Frazier agreed. Attorney Kehoe will contact them. Supervisor Vaupel has heard about a program the EDC has for helping businesses with funds. Will check to find out if government entities would be eligible.

 

B)   Zoning AdministratorÕs Report   

Report reviewed.       

 

C)   AssessorÕs Report

Report reviewed. Brief discussion of reduction in revenues.

 

 

D)   Community Education and Recreation Report

Brief discussion on budget and annual meeting next week.

 

E)    Roads

Brief discussion concerning using remainder of road millage left from last year.

 

F)    AttorneyÕs Report

a.     Mitch Harris Letter Dated 12-30-09

Letter returned by hand delivery by Attorney Kehoe, letter contained deed to property. There had been no decision made by Board to accept.

 

b.     Gary Pawloski Zoning Ordinance Violation Update Letter

Dated 1-11-2010

Property has a redemption period that will expire in April, at that time the mortgage company will have control of property and we can require the mobile home be removed.

 

G)   Building Remodel

New Business

 

A)   Livingston County SheriffÕs Request for Financial Assistance, Letter Dated October 22, 2009

Mike Murphy presented information and statistics concerning cost and mandated services. Sheriff Department is looking to cut back on non-mandated services. Discussion concerning TownshipÕs contracting for services and how that is handled now with the townships that have service contracts.

Supervisor Vaupel thanked him for coming.

 

B)   Presentation of the 2008-2009 Audit, by Steven Piesko, CPA

Audit overview presented. Township has been conservative in handling budget, have a strong fund balance. Supervisor Vaupel thanked him for coming.

 

C)   SupervisorÕs Report

Discussion of poverty guidelines, BOR would like Board to look at the guidelines, some townships adjust the amounts. Board will address next month.

Would like to schedule a budget workshop meeting to look at the SAD payments after township meets with county.

 

D)   TreasurerÕs Report

Presented and reviewed. Treasurer thanked Clerk and Deputy Clerk for working for her on December 31st. Deputy Treasurer is unable to work because of health issues, Treasurer has hired Sandy Cooper to assist in her office.

 

E)    ClerkÕs Report

Trees at Wastewater plant have been cut, have a resident that would like to take the wood. Clerk Eisele will contact the resident and let him know he can take the wood.
